This unprecedented challenge can only be tackled in unity and solidarity

14. 4. 2020 – The Office for Personal Data Protection presents a joint statement on the right to data protection in the context of the COVID-19 pandemic issued by Ms Alessandra Pierucci, Chair of the Committee of Convention 108 and by Mr Jean-Philipp Walter, Data Protection Commissioner of the Council of Europe.

“States have to address the threat resulting from the COVID-19 pandemic in respect of democracy, rule of law and human rights, including the rights to privacy and data protection,” urges the document which, apart from the general data protection principles, focuses on large-scale data processing operations as well as data processing in educational systems, health data and by employers. It also deals with mobile and online data.

The joint statement also serves as an introduction to deeper legal analyses prepared both by experts and decision makers. “While people are facing difficult and threatening times, while the situation evolves rapidly and governments take measures to protect the population, they must do so without putting societies at greater risk on the longer time,” emphasizes the document.
